REGISTRATION. Upon arrival in Lithuania, you must go to the Registration Centre (Pramonės g. 1B, Alytus).

CONDITIONS FOR STAYING IN LITHUANIA, after registration you will be able to:

  • obtain a temporary residence permit in Lithuania (for 1 year);
  • a national visa (for 1 year).

VISA-FREE REGIME FOR UKRAINIAN CITIZENS. Ukrainian citizens with biometric passports are applied a visa-free regime (90 days within 180 days).

ACCOMMODATION. If you do not have a place of residence, after registration you will be taken to temporary accommodation (in municipalities or with private individuals).

Migration services

INFORMATION FOR WAR REFUGEES FROM UKRAINE

Information is provided to Ukrainian citizens on the hotline +370 5 271 7112 every working day and on weekends from 7.30 to 21.00.

REGISTRATION:

  • if you have nowhere to stay after arriving in Lithuania, you must immediately arrive at the registration centre in Alytus (Alytus, Pramonės st. 1B), Marijampolė (Marijampolė, Parko st. 9) and Vilnius (Vilnius, Minties g. 3), open 24 hours a day;
  • if you have a place to stay after coming to Lithuania, you can come to any branch of the Migration Department during working hours: Vilnius, Minties g. 3; Kaunas, A. Juozapavičiaus pr. 57; Klaipėda, Kauno g. 6; Šiauliai, Aušros al. 19; Panevėžys, K. Binkio g. 14; Alytus, Jotvingių g. 8; Marijampolė, Kęstučio g. 1; Utena, Maironio g. 4; Telšiai, Žemaitės g. 34; Tauragė; Stoties g. 15; Elektrėnai, Draugystės g. 32; Visaginas, Veteranų g. 13; Šalčininkai, Architekto g. 4. In this case, it is not necessary to go to the registration center.

WHY IS IT IMPORTANT TO REGISTER? It is necessary to register so that we can take care of you and create conditions for you to stay legally in Lithuania.

AT REGISTRATION CENTER:

  • you will be provided with detailed information about the possibilities of your stay in Lithuania;
  • you will be provided with temporary accommodation in Lithuania;
  • you will receive food rations, you will receive basic medical care.

For health services, contact the medical establishment of the municipality where you are registered. You can get there:

  • emergency and health care services;
  • medical rehabilitation for those wounded in the war in Ukraine;
  • vaccination against Covid-19 (tel. 1808; if you call from a non-Lithuanian number, dial: +370 66 01 1808).

You can start working:

  • if you have a biometric passport, you can start working immediately. You do not need a work permit;
  • if you do not have a biometric passport, you will be able to start working after registering with the Migration Department (department or registration center). You do not need a work permit.

Travel by train in Lithuania free of charge. You will have to show your identity document.

BANK SERVICES

Banks operating in Lithuania are ready to open accounts and provide basic banking services to war refugees from Ukraine free of charge.

To open an account in a credit institution, a Ukrainian citizen’s passport - biometric or ordinary - will be enough for the purpose of identification. Other required documents may differ bank to bank.

With the outbreak of Russia’s war against Ukraine, credit institutions no longer exchange Ukrainian hryvnia cash to other currencies. To avoid interchange fees, Ukrainian citizens who have accounts with Ukrainian banks and payment cards issued by them are invited to open an account with banks operating in Lithuania, transfer funds from a Ukrainian bank account to the account in Lithuania and use a payment card issued in Lithuania. 

LIBRARIES

Use the services of Lithuanian libraries free of charge. Every city and town has a library. Ukrainian citizens shall be issued library cards at public libraries free of charge, provided access to computers and wireless Internet, family, youth and leisure facilities, they will be able to participate in educational activities, children’s sensory readings, visit exhibitions and other cultural events, access various board games and library collections of interactive games, music, films, books and periodicals in various languages.

BRINGING PETS TO LITHUANIA

The State Food and Veterinary Service has facilitated the entry of pets.

Ukrainians whose pets are properly marked, vaccinated, have a valid animal passport, and meet all the requirements for the entry of pets into the EU will follow the usual procedure for crossing the border. Animals coming from Ukraine that are not micro-chipped or have not been vaccinated against rabies will be micro-chipped and vaccinated, and therefore subjected to simpler quarantine conditions.

The State Food and Veterinary Service notes that the recent changes regarding the entry of pets into the EU apply exclusively to Ukrainian natural persons and not to legal entities such as sellers or breeders - the arrangements for the commercial entry of pets into the EU remain unchanged.

Applicants from Ukraine

Those who want to continue their studies at Vilnius University are invited to write an email ask@vu.lt, together with all available relevant information about their studies, i. y. degree, program, year of study, etc. Also, if possible, please attach University transcripts with study subjects and grades.

Citizens of the Republic of Ukraine who change the study program during this semester and transfer from higher education institutions of the Republic of Ukraine:

  • other types of financial support (e.g. one-off social grants) will be available;
  • will be exempted from tuition fees;
  • if necessary, free accommodation in dormitories of Vilnius University;
  • if required, free English language courses will be available according to the level of English required for each study.

Scholarships

Citizens of the Republic of Ukraine who change the study program during this semester and transfer from higher education institutions of the Republic of Ukraine will receive a nominal scholarship from the Grand Duchy of Lithuania of EUR 300 per month. The scholarship will be paid at least until August 31, later, if necessary, the University will look for opportunities to extend the payment of the scholarship.

A monthly scholarship and a grant covering the standard study cost is offered to full-time Master’s degree students. Please note that the application for a grant is a separate procedure: we highly recommend you to apply for full-time Master’s degree, afterwards – for the Lithuanian State scholarship.

Application deadlines for the autumn semester

Those who want to enter Vilnius University and start their studies in the autumn semester of the academic year 2022/2023 (from September 1) are invited to get acquainted with the information on admission to studies from the 2022/2023 academic year here.

During the admission of foreign citizens to Vilnius University, the best-admitted citizens of Ukraine will also be paid the Grand Duchy of Lithuania scholarship of EUR 300. It will be paid for the first ten months from the beginning of their studies. Also, the best students may be exempted from paying tuition for the entire study period.
